Dialogue-oriented service procedure

Hochschulstart supports the universities in carrying out their local selection procedures through the dialogue-oriented service procedure (DoSV). However, applicants for degree programmes with nationwide admission restrictions must also register in the DoSV application portal.

In the winter semester 2023/24, 157 universities with 1,915 study programmes took part in this procedure. Some universities coordinate all of their admission-restricted study programmes in order to fill study places more quickly and avoid lengthy succession procedures.

Participating universities announce their study programmes on the hochschulstart.de application portal. Applicants must register there and can then - depending on the university's requirements - apply for a place on the university's application portal or at Hochschulstart. In the DoSV, you have the opportunity to prioritise your desired degree programme and track the processing status of your applications.

Applications for degree programmes with nationwide admission restrictions (in some cases also for admission-free degree programmes) such as human medicine, dentistry, veterinary medicine and pharmacy are also recorded in the DoSV and can be prioritised. 

Once the application phase is complete, the admission offers are allocated in the coordination phase. This is followed by the coordinated succession phase, in which the remaining study places are allocated. Applicants who have not yet applied as part of the DoSV main procedure can also take part in this succession phase. However, this group of people cannot subsequently apply for remaining places on degree programmes with nationwide admission restrictions, which are also allocated in this phase. New applications will also only be considered once the existing ranking lists of rejected applicants from the previous coordination phase have been completely processed and there are still remaining places available.
